3�1 Roles and responsibilities of Central Committee for Organization and Personnel The Central Committee for Organization and Personnel holds the following rights and duties:1. Specifically, the functions of MoHA covers a number of broader dimensions of public service, and have been defined as follows; 2. Propagate, disseminate policies, guidelines, strategic plans, laws and regulations on the management of civil servants 3. Define the standards and criteria for appointing or transferring civil servants from the level of director general of 4.
