The ASEAN Plus Three Cooperation on Civil Service Matters (ACCSM+3)

ASEAN has built a network called the ASEAN Cooperation on Civil Service Matters(ACCSM)with the purpose of promoting regional cooperation in civil service systems and civil service personnel management. The National Personnel Authority of Japan (NPA) participates as a representative of Japan in the ASEAN Plus Three Cooperation on Civil Service Matters (ACCSM+3), and supports the implementation of various cooperative projects.

Workshop on Work Engagement and Well-being in the Public Service
The NPA hosted the workshop “Work Engagement and Well-being in Public Service” on October 10th (Thu) and 11th (Fri), 2024, in Sapporo, Hokkaido.
Mainly director-level officials of the organizations in charge of personnel administration from ASEAN Member States, the observer country, China, Republic of Korea, and Australia participated in the workshop. In addition, officials from the OECD and ASEAN Secretariat, and an academic expert also participated. The workshop was divided into three sessions, each with its own sub-theme, that included a keynote speech, country presentations, and a panel discussion. With the aim of sharing the respective countries challenging issues, professional knowledge, and experiences, practical approaches and academic findings were introduced. There were also active discussions from various perspectives.
The NPA hopes that the discussion will help the participants in their work towards solving the challenges in their countries.

International Symposium “The Future of Civil Service”
The NPA hosted the International Symposium “The Future of Civil Service” in a hybrid format on 27 September 2023. The Symposium was organized to share knowledge and experiences to deepen the understanding of how civil service systems can adapt to the wide range of challenges faced within the civil service and enhance expertise applicable for future policy making.
Senior officials and officials of the organizations in charge of personnel administration from ASEAN Member States, as well as China, the Republic of Korea, and Australia, participated in the Symposium. They made presentations about their respective country’s challenges, initiatives, and/or visions for the civil service system. Following the presentations, the participants had an active and fruitful discussion.
